The author is the Associate Dean for Academic
Affairs in the Graduate School and a tenured
professor at Saint Louis University located
in Saint Louis, Missouri. His professional
experience includes twenty-two years as an
administrator: nine years as an assistant
superintendent of a medium size suburban
school district, five years as the superintendent
of schools in a small suburban school district,
and approximately eight years as the superintendent
of schools for a large metropolitan special
school district employing approximately three
thousand and eight hundred staff members
with an annual budget of approximately 170
million dollars.
The author has a bachelor's degree in philosophy,
which has continued to be an area of research
and study since attaining that degree. He
has a master's degree in counseling and guidance
along with significant experience as a counselor,
and a doctor of philosophy degree in educational
leadership.
He has taught graduate level courses in educational
leadership for approximately twenty-five
years including courses dealing human resources
administration, school law, central office
administration, and ethics. He has numerous
publications; nine of which are books published
by Prentice-Hall, Inc. and Allyn and Bacon.
Two of the books have been published in multiple
editions. The eighth edition of Human Resources
Administration in Education: A Management
Approach was released in 2006.

treatment of the human resources function
as it operates from a central office or school
district level.
The text utilizes a management approach that
reflects current ISLLC Standards and is organized
around the processes and procedures necessary
for implementing effective human resources
administration. Chapter 1 presents an overview
of the context in which human resources administration
takes place. Treated in separate chapters
are the eight essential dimensions of the
human resources function: human resource
planning, recruitment, selection, placement
and induction, staff development, appraisal,
rewarding, and collective negotiations. The
final chapter presents legal, ethical, and
policy issues in human resources administration.
